Police Report says i consented to a urine which is being tested BUT hearing says different?

I was charged with DUI and leaving after colliding. I was arrested to jail. Followed by the hospital where I took a urine. I find out that they are saying I refused but they don't have a signature at all from me sayin that. I was sleep in the jail until they took me to the hospital. Why did they say I gave a urine and now they are saying I refused. Can they used my hospital urine results in court instead ?
