Legal age consent for two girls?

I'm in a woman-woman relationship with someone who's 22, I'm 17. Is this illegal? There's no sexual activity but even if there was I'm not sure the law really classes that as sex? My parents know and I'm aware in some places that makes it okay? (I think that's in America though and I live in England haha) Many thanks.
