I was wrongly evicted due to my landlord keeping bad records and then dying so his wife sold his properties?

and sold them all section 8 had raised my rent even though i wasnt working and my landlords wife said that i had no money in my security deposite when i asked to use it to pay my current month and the late one month. the head at the section 8 office in enfield said there was nothing she could do when i went to her begging for her help before i got evicted. she was later fired for miss use of her position. after losing everything i owned i turned to drugs. i've been clean for 5yrs and want to know if i can get it back.
