Looking for a sci fi film?

Im looking for a film I saw a while back. The plot of the film as I remember it is as follows. A man is wrongly accused of a crime. He is then sent to a prison complex, the complex is built underground and it may have been on mars. Throughout the film he tries to survive then eventually I think does something to the administrator of the prison. I know these are vague details but ive looked everywhere. The film looked like it was filmed in the 90's maybe late 80's. Sci fi. Any help would be appreciated.
