Can I move to NC w/ my kids legally w/o my hubby's consent? My hubby and I live in MD now?

My husband and I live in Maryland with our 2 kids. I want to know if I can move with my children to North Carolina without his consent. I have no plans of keeping the kids from him they can go to Maryland to see him anytime he wants. Does anyone know if I could do this without being arrested?
